Lule noted that sewage pipes had burst and feaces were freely flowing into Nabigabo Road, adding, the exposure of feaces to the public could lead to break out of cholera.

“We have decided to put padlocks on this building because of health concerns. Its management has refused to comply with our advice to replace sewage pipe lines,” said Lule.

Boda boda cyclists also admitted that urine and other feacal matter was falling on their heads from the dilapidated building.

Lule said restaurants, lodges and shops on the decrepit structure were put under key and lock until Lubega takes appropriate action to save the densely populated area from a health disaster.

Traders in the locality described KCCA’s action as a correct step in the right direction, saying Lubega is a stubborn and proud man who cares less about their health.

This is not the first time KCCA is closing business structures over health concerns.

On May 23, the City Authority put up the shutters the multi-billion Mukwano Industries located in Kampala for emitting poisonous gases and polluting drainage channels with dangerous chemical substances.

Mukwano was opened days later after heeding KCCA’s instructions.

Police personnel have been deployed at Qualicel to keep law and order.
