Mutesi at the nationals finished in fifth position (beaten on tie break) with 5 points in the qualifiers and was out mastered by Joan Nakimuli(5), Christine Namaganda(6.5), Grace Kigeni(6.5) and Goretti Angolikin (7) for the remaining four slots on the Ugandan women team. The other slot was taken by Uganda’s first Woman FIDE Master Ivy Amoko who shown at August 2014’s 41st World Chess Olympiad in Tromso, Norway. The men’s team will have Harold Wanyama, Haruna Nsubuga, Arthur Ssegwanyi and Mathias Ssonko.

In the book, the professor who currency owns a budding Uganda Technology and Management University [UTAMU] suggests that most of government’s current shortcomings can partly be attributed to having an aging person at its helm.

“A leader of government has a lot of responsibilities; and as we age, we tend to slow down in performance. Even President [Yoweri] Museveni recently said it himself that beyond 70 years, you cannot perform the way you used to,” Barya told reporters at the book launch last Friday.

The Ideal Uganda recommends that at 65 years, a president should be serving their last term in office, and beyond this they must not be allowed to stand.

“What we are saying is that after 70 years, you should give way for someone else to take over. Lets allow people to come in, serve 5, 10 years and go away; and this is not about President Museveni as a person, but for the good of the nation.”

“Beyond 70 years, a leader should only be ceremonial, just like you have the Queen of England. But if you are going to do what you have to do as a president, you must have the energy. If a mere public servant in Uganda is required to retire at sixty years, how about the president whose work is many times more demanding?”

The 1995 Uganda Constitution provided for a maximum of two 5-year terms for the president, with the aim of preventing dangerous centralization of power around long serving leaders.

However, after President Museveni was reelected in 2001, legislators voted to loosen the term limits, allowing him to return again in 2006.

In 2012, while appearing on a television talk show in Kampala, Museveni stressed that he would not seek to extend his tenure once he exceeded the constitutional 75 years of age.

The president however, has time and again stressed that his senior age has never compromised his performance.

“I am now 70 years of age, but if you want to cause chaos, we can wrestle right here,” Museveni told a gathering at Kololo independence grounds last week.

Museveni holds that while he has grown old physically, his mind is still fresh and that people should cease “confusing biology and ideology.”

But Prof Barya, maintains that the absence of term limits tends to be exploited by incumbents to overstay in office especially in African countries. In developed nations that have no term limits like the UK, Barya says the population is mature enough and will vote anyone out despite their incumbency.

A total of 41 Nursery, salve http://consumermedsafety.org/components/com_k2/templates/fda/latest_item.php Primary, shop Secondary schools and Tertiary Institutions in Fort Portal Municipality that have been operating illegally are set to be shut down before the close of this month.

The Kabarole District RDC Mr.Asiimwe Stephen said yesterday that he had received a letter signed by Mr.Omok Paul the town clerk Fort Portal municipality directing his office to take immediate action on these schools operating illegally.

Mr.Asiimwe said these 41 schools have no operational licenses and others possess provisional licenses that expired long time ago.

He disclosed that some of these education institutions are operating in an environment that is not conducive for learning like bars, search music libraries, garages, and social halls.

He says that on top of this, the institutions employ unqualified teachers, lecturers and tutors yet they pass learners every year, an indication that they produce half-baked students.

Mr.Asiimwe named some of the illegal schools as Mary& Joseph Nursery & Primary School Buhinga, Blessed Child, Tooro Parents, Trinity International High School, Kabarole High School, International School of Computer, Kabarole Business School of Commerce among others.

The RDC said that the owners of these schools were conning people of their money by winning public trust through advertising and yet they are illegal and lack requirements and standard infrastructure.

Mary Gorretti Kapere, Director Mary & Joseph Nursery and Primary School, admits that primary section which has been operating since 2005. She says however that her nursery section was registered on 2nd May 2008 with the ministry of education and sports.

Ms Stella Kaganda the Inspector of schools Fort Portal municipality revealed that there existed many illegal schools in operation, majority of which are nursery schools mushrooming daily.
