“Under my Division, cost there are so many slums that include Katanga, Makerere Kivulu, the Northern Bypass stretch, Kalerwe and these areas are associated with common offences we have here. The most common ones include theft. Even cars are being stolen on a daily basis,” said Ecega.

He noted that a number of vehicles have been stolen in Wandegeya and were recovered after a hectic hunt.

Ecega noted one of the cars was picked from a garage a few yards away from the Law Development Centre and another near Rapid Response Unit headquarters in Kireka, a Kampala suburb.

In this case the thief took off upon being signalled to stop by traffic police, leaving the car behind.

Another car stolen by thugs along the Northern Bypass was recovered in Lubowa where it had been vandalised, possibly to sell it in spare parts.

Ecega says three vehicles are yet to be recovered but warned police have procured tracking devices and culprits would soon be brought to book.

Ecega notes another type of theft is house-breaking robbery and bag-snatching where thugs move in groups both during the day and the night. “When they notice one carrying a bag, one is surrounded and forced to hand over the bag lest they snatch it and take off. They sometimes trail their targets before raiding them in the night. After breaking into their victims’ houses, the goons walk way with household properties,” said Ecega.

Motorcycle thieves normally cover the number plates of their loot to avoid detection, Ecega clarifies.

“We are appealing to the public to remain vigilant and report dangerous elements in society to nearest police stations,” Ecega said.

Others include Kikoni area, Kagugube, Makerere Kivulu, the corner along Gaddafi Road and Kikumi-kikumi area near Makerere University.

Ecega says two thugs usually ride together on a motorcycle, trailing victims.

“After identifying one carrying goodies, the rider pretends to be halting and in a twinkle of an eye, the thug seated behind strikes before the pair takes off at terrific speed,” Ecega says.

The police boss says the thugs’ master plan and all tricks used have leaked.

“We have learned how they commit their crimes. We have equally deployed to save the public from this hooliganism and as I speak, dozens have been arrested,” Ecega notes.

Isma Sekajja and one Ssendege were arrested yesterday near the Makerere Eastern Gate at Katanga on a robbery mission.

Ecega says they will face courts of law.

Ecega also identifies another form of theft as shop burglary.

He says thugs enter shops posing as genuine customers but as the shop keeper opens the cash drawer to issue balance, he or she is forced to cough the cash.

He says cases of defilement and rape have rapidly reduced but believes not all is well given that teens have just started their holidays.

Ecega appeals to the teens to avoid being duped by men for pre-marital sex and report suspected rapists to police or elders.
