Ogoola told press he is set to work tooth and nail to boost service delivery.
The committee is chaired by Speaker Rebecca Kadaga.
Ogoola is retired Principal Judge at High Court Kampala, having served as senior judge for decades.
He is well known for not mincing his words.
He caused a stir in 2006 when he publicly ridiculed government following an incident in which security forces, commonly known as Black Mambas, sealed off High Court to re-arrest Col. Kizza Besigye who had earlier been granted bail.
Ogoola inherits a decaying institution now suffering from severe case backlog. He starts work as soon as he gets a green light.
Two judges have been re-appointed on the commission. They include Justice Esther Kisakye Mayambala (deputy ) and Justice Bart Katureebe. Others are Prof Fredrick Ssempeebwa, Charles Okoth Owol, Laban Kirya, Henry Kyemba, and Grace Oburu.
