Rwanda Sets up New Defence Unit

Commissioner of Police, Bruce Munyambo, the in-charge of the new organ called ‘District Administration Security Support Organ (DASSO)’ in the Ministry of Local Government, is quoted by a police publication as saying a total of 2181 personnel, 229 of them females, started the training on May 31.


“This is the first training phase and the course will last for three months,” CP Munyambo said.


“The recruitment is still ongoing. DASSO will be composed of 7420 personnel in total, countrywide and they will all attain similar training,” he added.


Munyambo said the administrative security organ will reduce the workload of the Police by about 60 percent with the latter “focusing on much more security pressing issues.”


“It is not duplication of duty. DASSO has come to reassure security of people and their property in districts; it’s a force multiplier and division of labour.”


Security organs recently carried out sweeps in Musanze near the Congo border where several suspected collaborators of FDLR militia were arrested.


The arrests have since been widely condemned by Human Rights Watch (HRW).


It appears that Rwanda could be focusing heavily on prevention crimes and quick detection of suspected wrong elements.


The training, Munyambo explained, will cover various policing disciplines such as weapon handling, basic crime investigation, public order management and civic education.


Munyambo said DASSO was enacted by law No.26/213 of May 10, 2013 as district staff operating on special statute.


It will be responsible for reinforcing district decisions and instructions taken in connection with security, collaborate with other organs to ensure public order and work with other organs in prevention and management of disasters.


They also have power to arrest any person caught in the act of disruption of public order and take him to police and inform nearest administration on anything that has security implications.


“It will be a well structured and coordinated salaried organ with all benefits like medical insurance, social security fund so the training is aimed at instilling discipline and be a professional institution,” said CP Munyambo.
