During the Heroes’ day Celebrations and State of Nation Address, Museveni said NAADS would be replaced by a committee of soldiers that will be headed by Gen. Salim Saleh.

Museveni said he will spread the veterans’ income generation programme currently being implemented by army officers nationally to ensure that more Ugandans benefit directly from government efforts to fight poverty at the household level and minimise the corruption and theft dogged by farmers’ bodies such as NAADS.

FDC President, Mugisha Muntu described this as a “big mistake” by President Museveni which will eventually diminish the people’s trust in him after admitting that he has failed to govern this country effectively.

JEEMA President, Asuman Basaalirwa also remarked: “It’s illegal and unconstitutional to mingle army officers in the civic duties because this may drive them to become partisan which is not allowed in Uganda’s Constitution.”

DP President Norbert Mao also vowed to use all the legal procedures available to stop all kinds of constitutional violations in Uganda.

“We are faced with a tough challenge of competing with president Museveni who plays the game with the whistle in his mouth, cards in his pockets and controls the goal posts that he can relocate any time.”

Museveni said he would pool all the money that has been disappearing under NAADS, Microfinance, NUSAF, PRDP etc and re-channel it to direct procurement of materials and implements to improve modern agro production.

He urged farmers to adopt the crop irrigation method during drought to mitigate its effects on agriculture.
