This is the second boat accident in a less than two months.
Recently, over 100 people drowned in Lake Albert after the boat overturned as they crossed to DRC.
Namaye said Police suspect the ill-fated boat was on its way from Zingora on Koome Islands to Ggaba landing site.
“13 people are still suspected to be missing while others including the captain have been rescued by the area police and police marines and rushed to hospital for immediate treatment,” said Namaye.
“The accident is believed to have been as a result of overloading combined with bad weather.”
She added: “The police calls for cooperation from the public and we would like to assure the families of the missing persons that the police is doing everything possible to ensure that they are found. The police will continue to give updates on this accident as they unfold.”
