Kyankwanzi: Muhoozi Lectures RDCs on National Security

Brig. Muhoozi who has attended various national security courses in the US and South Africa, hastened to add that the changing modern security landscape was now more focused on individuals, manifested through increased citizen agitation for better service delivery.


“I hope one of the outcomes of this important retreat will be a marked improvement in public service delivery through effective and efficient implementation of central and local government programs in the Districts,” said Brig. Muhoozi.


He further pointed out that human security is a relatively more recent phenomenon in understanding national security that focuses more on people and their welfare, rather than on the state.


He said human security issues like social and economic deprivation, disease and environmental degradation could endanger national security.


With the total defeat of the LRA insurgency in Northern Uganda in 2006, said Brig. Muhoozi, Uganda had finally achieved total peace, and attention had now shifted to attaining sustainable human security of all Ugandans.


Earlier on, Brig. Muhoozi was welcomed at the retreat by the Minister for the Presidency Hon. Frank Tumwebaze and the Commandant of the Kyankwanzi leadership Institute, Col. Kasura Kyomukama.


RDCs, District Internal Security Officers, and Regional Police Commanders are attending the one week retreat that closes over the weekend.
