However, Gowan is not one who will let his name be tossed around without putting a fight.
This is his response to the accusations:
First of all this is not bad news at all.
It, however, has inaccuracies and distortions which I will shortly respond to in order to put the record straight.
I am currently in Kampala for national duty. But for the record, it’s not true that anyone appointed me chairman.
I was on those two occasions delegated by Mr. Godfrey Nyakahuma, who is the substantive party chairman.
Under the party constitution, he is empowered to delegate.
There will be elections only when that office is vacant. For now, it is not.
Secondly, as a loyal and disciplined leader in NRM, its good news that where there is a vacuum, I have effectively filled it on delegated power, and ably represented my party chairman at national level.
I will continue to do so when assigned tasks by my chairman.
Thirdly, it’s not true that I have no elected position in the party, am a member of the district conference.
I am a Political and Legal Assistant to the minister of Local Government, Adolf Mwesige, who is also the National Chairman of the Legal Affairs of the NRM party.
I also have several other special duties I am assigned from time to time by the national leadership of this country, by virtual of my specialised training and upbringing in the people’s resistance.
Therefore, the simple word these fellows ought to learn is “delegation” as opposed to appointment.
We are distinguished lawyers of the party, and know how to do things legally.
If the office of chairman falls vacant, anybody in the party will be free to stand and be elected, therefore, it’s irregular to attempt to divert people from work to politicking.
That is not the correct line of NRM.
