“The policies and programs that we run as government and which we sold to the population in form of a manifesto are all informed and founded on the basis of the above ideological beliefs. If you audit any one policy of government for compliance to the above pillars, it should pass. If not, then it should be amended,” Tumwebaze explained.


The Minister further urged them to be at the forefront of understanding the principles and using them as daily work guides.


“As you advocate for and monitor all those central and local government programs, always assess their upshots to see whether they further the realization of those core ideological points. Do not be misled by those who want to misread your mandate by claiming that engaging in ideological issues is being partisan and therefore breaking the rule, now that we are in a multiparty dispensation. That is not true at all,” Tumwebaze advised.


He, however, explained to the RDCs that by championing the NRM manifesto and engaging the population to heed to the various government policies, is not partisan but rather one of the ways of executing their duties.


“Going partisan means engaging in promotional activities of any one political party or individual political leader with complete disregard for others’ opinions.”


The Minister warned the RDCs against corruption calling upon them to be in position to detect and curtail the vice.
