Nabimanya made the remarks today while addressing the Gomborora Internal Security Officers (GISOs) and sub county chiefs in the district in preparation for the district identity card registration that is due to kick start.
He urged the sub county chiefs to create some space for the UPDF and police officers for their accommodation during the exercise that will last for four months countrywide.
The district internal security officers, however, raised concerns where some local council leaders are not Ugandans citing a recent example in Zombo district northern Uganda where they discovered a local council one chairman in the area whose brother was a chief in the Democratic Republic of Congo.
Nabimanya noted that such people will not be granted identity cards and urged enrolment officers to report to the sub county chiefs adding, that those who will be denied identity cards will appeal to the sub county.
The district returning officer Kabale district Juma Adam appealed to the enrolment officers to be careful with the registration materials and noted that those entrusted with them will be accountable to the government.
