Appearing before the Public Service and Local Government Committee, chaired by the Zombo district Woman MP, Grace Freedom Kwicyuni over the management of civil servants payroll and non-payment of some government workers, especially teachers and health personnel, Muhankanizi said that this programme is very efficient and government will no longer lose big sums of money to ghost workers like before.

He added that for the short time decentralisation system has been implemented in a few pilot districts, a very abnormal number of ghosts has been realised and they have deleted many so far.

When asked to explain on the delay of civil servants salary, he attached it to the failure of some ministries to address the issues of adversity.

He went ahead and assured all civil servants that all their salaries and arrears will be paid by June an issue that saying that this is not the first time government promises to pay civil servants arrears which always turn out null and void.
