Rebels Threaten to Boycott Peace Talks Again

“The Uganda People’s Defense Force (UPDF) is fighting alongside the government of South Sudan’s forces; and therefore it’s a party to the conflict which disqualifies them as a peace mediator.”

In a letter copied to Gen. Mohamed Ahmed M. El Dabi, IGAD Special Envoy for South Sudan, Gen lazaro K. Sumbeiywo, IGAD Special Envoy for South Sudan and Dr. Riek Machar Teny, Leader of the SPLM/A, Gen Deng says the SPLM/A has no objection to the participation of Uganda alongside the Government of Salva Kirr’s delegation.

“It is with deep regret that, SPLM/A shall not sit at the negotiation table where Uganda is an observer because Uganda cannot be both the prosecutor and the judge at the same time.”

“We hereby reiterate our commitment to the IGAD led Peace Process.”

“The SPLM/SPLA reiterates its commitment to the peace process and IGAD led mediation for achieving lasting peace in the Republic of South Sudan,” continues Gen Deng.

“However, we regret to announce that, the SPLM/SPLA delegation at the Peace Talks shall not participate at the scheduled plenary if the Ugandan Envoy participates as an observer.”

It should be remembered that the rebels have ever boycotted the ongoing peace talks still citing the presence of UPDF in South Sudan.

They intend to repeat the same if Uganda takes part in the peace process.
