Speaking at the pass out, Gen Kale Kayihura, noted that attempts by individuals and groups to overthrow the constitution and grab state power meant that police adapts to new methods of work and training to effectively confront those challenges.
“Attempts to overthrow the Constitution using violent protests and riots have increased demands on police. You know what happened mostly recently in Ukraine and currently in Venezuela, attempts to destabilise Kampala. Remember the protests in the United Kingdom. The UK authorities arrested and prosecuted in one week over 3,000 protestors. Courts sat day and night,” Gen Kale said.

The gist of his message was that the demands of police had changed largely because of criminal violence with an element of terror and transnational crime.
The Inspector General of Police informed the trainees that improvement of welfare of police was being handled and that a partner had been identified to construct 10,000 accommodation units in Kampala alone eventually expanding to other urban centres.
He said the Police Construction Unit was being developed.
The General explained that through Saccos, police staff and spouses would earn from income generating projects.
He re-echoed President Museveni’s Shs 20m income per household-income per-annum formula.
The trainees treated their seniors to interesting demonstrations in skill and manoeuvres.
