Kirumira noted that the crude means of phone tracking that is still used by police has just increased corruption and has caused people to lose their property instead of achieving justice.
“When all Ugandans embrace the GPS, robbers will be left with no option but surrender their activities because they will be able to be tracked and followed wherever they hide,” Kirumira advised.
He said the system involves creation of a data base of all criminals which can be easily accessed by all police units through a click of a button.
“All thieves and criminals should have their photos taken, DNA samples kept, their height and weight noted and as well as recording their figure prints which will be filled in the system to follow their steps all time.”
“While in line of duty following up robbers, the police should be able to detect and monitor these robbers through advanced machines that are able to locate places even describing the longitude and the latitude.”
Kirumira called for a mandatory installation of CCTV cameras in all busy malls, supermarkets and mobile money centres so as to record whoever accesses these places and notify robbers who would be surveying looking for a target to conduct their operations.
“With the advancement in technology, government should move up and legislate and hack the social media which has now turned up to be the meeting centre for robbers in the country.”
“Robbers today no longer communicate through telephone calls which are traced but rather communicate through the use of Facebook, WhatsApp and other social platforms making it hard for the authorities to trap them since they have no access to their conversation.”
