During the Municipal Council held at Musisa Hall in Boma Fort Portal Municipality on Wednesday, the councillors were sad to learn that Mayor Ruyonga takes decisions without consulting the executive and councillors.

It all started when Roger Mulindwa, the Law Enforcement officer Fort Portal, dragged the municipality to court after the hawkers operating at Mpanga market in 2010 stormed his Amsat internet café and vandalized all his property.

Mulindwa who claims that he had been ordered by the Mayor to evict the hawkers illegally operating at the market, dragged the council to court and was paid Shs 90m compensation.

The Council is also said to have contracted Kamukati Co. Ltd to install street lights in town but the Mayor went ahead and terminated the contract.

According to the agreement, Kamukati was to use Umeme but Ruyonga terminated the contract on claims that he wanted solar instead.

The contractor took the council to court and won the case. According to the court order, the contractor is seeking Shs 80m fine.

According to Gilbert Kayondo, the councillor representing Kasusu ward, the Mayor should come out and apologize to council for causing a huge loss to the municipality.

Geoffery Mutegeki and Abel Tusiime said Mayor Ruyonga is the cause of all financial problems in the municipality.

They said the money which would be used to construct council chambers and implement development programmes is being spent in clearing court fines.

The town clerk Edward Lwanga and the Speaker said that they would summon the Mayor to come and explain the losses.
