He said NRM, an organization that was founded by freedom fighters who are nationalistic in character, cannot engage in politics of lies and blackmailing of citizens for the sake of gaining support, staying in power or artificially consolidating support.

The President made the remarks on Saturday at public rallies he addressed at Butoloogo Secondary School in Buwekula County and at Kamusenene Trading Centre in Kitumbi Sub-County in Kasanda North County all in Mubende district.

Mr Museveni who was on a two-day tour of Mubende district also commissioned the first newly built government secondary school in the area at Butoloogo before he visited Kitumbi Sub-county.

The President, who responded to several requests from local leaders to extend several services to the area such as electricity, water, tarmac roads, building of new schools and health centers in Mubende district, stressed that issues pertaining to national development should be discussed fairly between leaders and the citizens.

“Matters of national development should be discussed fairly, truthfully and realistically and should not be politicized. Development programmes and projects are funded by government revenues that are generated from revenue collections and cannot all be undertaken at the same time. The government prioritizes some and handles them in the order of their importance,” he emphasized.


He said that NRM government found a collapsed economy in 1986. We have since rehabilitated it and our revenues have grown from a mere Shs.5 billion in 1986 to Shs.9000 billion per annum today and a lot has been done and more will be done,” he noted.

He added that the National Resistance Movement can not promise citizens what it has neither planned nor budgeted for,” he said.

He advised all Movement leaders not to politicize matters of national development as this would be a betrayal of trust from the citizens and called for patience from Ugandans as the country was on the right development track and services are to be extended to the last person in rural Uganda.

The President said that the biggest challenge to the country was to overcome household poverty through raising household income of the ordinary Ugandan at the grass root level of our society.

He observed that if that is achieved, the country would takeoff in terms of development.

“Poverty and under development knows nobody’s political, religious or any other inclination and hurts everybody. So let us all unite in fighting poverty,” he advised.

He noted that if we all get rich even our political groupings, churches, mosques, tribes, clans and other small social groupings would be rich as well, government would generate enough revenue and deliver all the required services leading to Uganda’s transformation.

President Museveni called on leaders to design a scientific way of guiding their own areas on wealth generation.

He particularly asked the population to engage in modern agriculture which, he emphasized, should be commercial oriented in order to produce both for domestic consumption and for the markets as well.

He also asked wanaichi to differentiate between development infrastructure and personal wealth noting that even if infrastructure is extended to the entire country if homesteads are not utilizing them to generate household income, the country would still not develop.

The President assured the people of Butoloogo as well as those of Kabusenene that electricity would be extended to their respective areas. He also promised government’s revival soon of co-operative societies that she would fund so that such societies reach out to all their members throughout the country.

Mr Museveni commended the people of Mubende district for supporting the National Resistance Movement right from the days of the protracted revolutionary struggle and assured them that the NRM government will guarantee the peace they fought for.

He also used the occasion to strongly caution wanainchi about the deadly HIV/AIDS scourge.

He advised the people of Uganda to avoid contracting the disease by abstaining from sexual misconduct.
