“When you release a criminal, you set a dangerous precedent. Criminals will always be assured of bail,” said Museveni.

The President was speaking to over 3,000 converts from the Forum for Democratic Change party to the NRM on Sunday at Rukungiri main stadium shortly after commissioning their Sacco “Rukungiri Revival Development Organization.”

He said crimes such as defilement, rape, corruption and murder should be firmly dealt with by the judiciary.

“Tell your members of parliament including Mugume Roland Kaginda (FDC) to come up with a law to protect our country from such criminals”.

This is the second time the president is proposing for the enactment of such a law in period of two months.

Human rights activists say such legislation would lead to abuse human rights considering that the Constitution provides for innocence of suspects until proven guilty.

Police have for long complained that suspected criminals usually return to their work after being released from jail.
