“Since Justice Zehurikize ruled that the current Authority (Council) lacks legal capacity to impeach the Lord Mayor because it is not fully constituted, Dr. Badru Kiggundu has been directed to conduct snap elections for Councillors representing the four professional bodies,” alleged Lukwago.
“The sham election is scheduled for November 19at Hotel Africana and it’s only the Executive Committee members of those bodies-ranging between 8 to 10 – who shall constitute the electoral colleges.”
Presidency Minister, Frank Tumwebaze, was not readily available for comment. He is reported on official duties in Japan.
However, he recently denied the same allegations, saying “those are lies by Lukwago. He is simply seeking cheap popularity.”
The Special Presidential Assistant in charge of Research and Communication, Morrison Rwakakamba, said Lukwago is “preparing the public for his downfall.”
He added: “Lukwago should prepare for the investigation report to come out. This is mere speculation. People should not panic. What Lukwago is doing is demystifying the report before it comes out.”
The KCCA tribunal is expected to determine whether Lukwago is competent and executes his duties effectively.
The tribunal recently listened to witnesses who accused Lukwago of not convening meetings, misconduct, abuse of office and incompetence.
The Mayor also lined up several witnesses who defended him before the commission led by Justice Catherine Bamugemereire.

The embattled Mayor said the Report will be handed over to Hon Tumwebaze between November 13 to 15 at a press conference at the Uganda Media Centre.
“On that same occasion Hon. Frank Tumwebaze will announce a date for the Authority Meeting, which shall be between November 20 and 25 to move the impeachment motion. Arrangements have been finalized for each Councilors to be given USD.10, 000 (Shs. 25 Millions) which they demanded for to support the motion.”
Lukwago vowed to “inevitably continue to resolutely defend the will of the people who elected me into this office, but I wish to assure President Museveni and his proxies that I am prepared for a by-election and rest assured my mandate shall be renewed.”
He concluded: “I therefore urge President Museveni and his team to prepare their candidate for a show down. All am craving for is fair play and respect for the Rule of Law.”
