The ED was fired a lot of questions but her answers were either; I don’t know or I don’t recollect.
When asked whether she attended the meeting held on September 28, 2012 under the chairmanship of the Lord Mayor Erias Lukwago which resolved that the management staff needed to be disciplined because of lack of respect to the Authority, insubordination, impunity, incompetence, misconduct, and absconding from Authority meetings, Musisi said she didn’t but some of her staff attended.
However, when the list of people who attended was read, none of her staff was mentioned.
Musisi was also asked whether Kampala had a planning authority, and she said she didn’t know.
The defense lead counsel Abdu Katuntu asked for an adjournment to go through the remaining pages and finish the next day but Musisi objected, saying this was the only day that she had dedicated towards the tribunal.
“My Lord, I am ready to be here at any time, but I want it to end today. Like you know the nature of my work, I put aside all important matters to come here,” said Musisi.
The head of the tribunal Catherine Bamugemereire later said they intend to make sure all evidence is presented and so can proceed the next day. “Please try to look through your diary and try to squeeze some time,” she said.
Musisi further told court the accusations she leveled against the Lord Mayor and why she wanted him out of office.
“The Lord Mayor failed to initiate and formulate duties of the council, determining revenue levels, helping people in the city to undertake income generating initiatives, to manage traffic in the city and to monitor service delivery,” alleged Musisi.
Meanwhile, the defense was given only three days to re-cross examine witnesses who testified in their (defense) absence.
Two witnesses appeared before the tribunal Hope Tumushabe and Jennifer Musisi. It is supposed to end on Friday and Monday next week when the Lord Mayor Erias Lukwago will give his testimony.
Musisi is appearing before the tribunal today (Friday) to finish up the cross examination.
