Katuntu further told court that police has made the life of his client very difficult whereby it led to his delay to arrive at the tribunal by surrounding his home on Monday morning.

While giving her ruling, the judge remarked that the tribunal is not a criminal court, stating it clearly that “Lukwago is not on remand so he is a free man.”

She asked the police to always ensure free passage for the Lord Mayor whenever he is needed at the tribunal

The judge was further surprised that Lukwago’s trips to the tribunal are usually hampered by Police yet he is not always disrupted when travelling to other courts.

Police on Sunday said Lukwago intended to use his trip to mobilize his supporters to carry out criminal activities in the city centre, including burning of cars and looting, a charge the Mayor denies.

However, the judge advised Lukwago’s lawyers to “always report to the tribunal whenever Police seals off their client’s home as early as 7.00am so that a solution must be got in time.”

Heavily-armed Police personnel yesterday morning cordoned off Lukwago’s home. He was later escorted under heavy security to the tribunal at Metropole Hotel in Kololo.
