The same report indicates that there has been massive recruitment of the rebel ranks between December 2012 and April 2013 in order for the rebels to strengthen their forces.

The UN report indicate that the rebels have been recruiting people from Eastern and Central Uganda promising them education opportunities after which they are transported to Democratic Republic of Congo through the border town of Bwera in Kasese.
