The wrangling between Lukwago and KCCA Executive Director, Jennifer Musisi, has eroded the authority’s image and negatively impacted on its ability to deliver services to residents of Kampala.

A group of 17 councilors signed the petition and are meant to testify against the Lord Mayor’s incompetence. They include Bruhan Byaruhanga M, Kyazze Adam Kassim, Apollo Mugume, Nsereko Madina, Lwanga Daudi, Hajat Hamidah Namukasa, Hope Tumushabe, Emmy Babiryo, Adam Kibuuka, Alfred Ntambazi and Margret Tumwesigye.

Others are Godfrey Asiimwe, Sarah Muwayire Naiga, Maala Zahrah L, Hawa Ndege, Joyce Achan Ondoga and Baker Serwamba.

However, Lukwago has also launched rallies seeking for signatures in different divisions within the city to impeach the councillors.

During the rallies, Lukwago tends to explain his innocence to the people and also inquire whether they are party to plans for his impeachment.

Lukwago seeks to overthrow councillors before the tribunal makes its final judgment and in his rallies, he has ratcheted up harsh rhetoric and whipped up sentiments in the public to rebel against their councilors.

However, Makerere LC 5 Councillor Bernard Luyiga said Lukwago should stop tarnishing the name of councilors in their division saying this is a “poor game that might end up swallowing him.”

Luyiga said the Lord Mayor should have summoned the councillors so as to solve the problem amicably.

“It is not yet over even if the tribunal proves Lukwago guilty. It will still call on the councillors to vote whether he’s to be impeached or not and at this time, he would be befriending the councilors,” Luyiga added.
