Amusingly, the date set for the interrogation (March 17) passed almost a month ago.

“Under Section 27A of the Police Act, the Police is empowered to invite/summon/request the attendances of any person whom the Police have reasons to believe has relevant/valuable information, exhibits documents to assist Police in its investigations,” wrote Asaba.

Muhame was further instructed to report to the officer investigating the case D/ASP Henry Kayiza of Department of Economic Crimes.

Interestingly, Police did not indicate the reason as to why this organization’s editor was being summoned.

However, contacted, Kayiza told Muhame: “You will have to explain on articles you wrote that the CIID Director built houses of Shs1.5bn.”

He added: “I am just an investigating officer. The orders came from above. You will find out more details when you come here.”

The detective was referring to a previous story in which we reported as Uganda Police Force (UPF) grapples with extremely poor and squalid housing facilities, with many living in containers, Akullo had started erecting personal modern residential facilities.

The 15 new luxurious residential apartment units, estimated at Shs150m each, were reportedly under construction in Dokolo.

Frantic efforts to coerce Chimpreports editorial management to pull down the story were resisted.

Our editors had earlier contacted Akullo to respond to our telephone calls over the story.

She did not respond.

Muhame said he does not expect fair treatment at CIID considering that it was Akullo who had ordered the interrogation.

“Here is a situation where Akullo is the complainant and at the same time ordering an institution she heads to investigate me. You cannot rule out a case of conflict of interest,” said Muhame, adding, “However, I will respond to the summons because I am a law-abiding citizen.”

The investigative journalist further added he would register a complaint with the IGP Lt Gen Kale Kayihura and President Yoweri Museveni to intervene because “Akullo was employing CIID resources to witch-hunt, intimidate and coerce into submission journalists critical of the manner in which she runs the institution.”

The summonses come against the backdrop of the interrogation of Daily Monitor editorial staff for publishing a story in which the Coordinator of Intelligence Gen David Tinyefuza said those opposed to the ascendance of Brig Muhoozi Kainerugaba were targeted for assassination.
